EVACUATION SYSTEM AND OPTIMUM ACCESS DESIGN ON EMERGENCY SITUATION ON KM. SINAR BINTAN

ABSTRAK

Kecelakaan merupakan kejadian yang tidak diinginkan dan bisa terjadi kapan saja yang dapat membawa dampak kerusakan bahkan korban jiwa. Namun risiko dan dampak kecelakaan dapat diminimalisir dengan tindakan-tindakan preventif. Berdasarkan data kecelakaan KNKT telah terjadi kecelakan 6 kapal kontainer sepanjang tahun 2007 dan 2008.Penelitian pada KM. Sinar Bintan milik pemerintah Singapura dengan radius pelayaran Surabaya-Singapura yaitu 752 mil dan memiliki kapasitas 241 TEUs serta memiliki karakteristik yang berbeda dengan kapal lain yaitu ruang akomodasi berada didepan kapal sedangkan kamar mesin berada di buritan kapal. sehingga penelitian ini bertujuan untuk menegatahui desain akses optimum dan sistem evakuasi sehingga seluruh ABK dapat meninggalkan kapal dengan cepat dan aman saat kondisi darurat tidak dapat ditanggulangi lagi.Penelitian desain akses optimum dan sistem evakuasi ini menghitung waktu penyelamatan diri dari masing-masing rute yaitu rute dalam dek dengan rute luar dek.Dengan menggunakan IMO Interim Guidelines. Kemudian disimulasikan sehingga mengetahui perbandingan antara perhitungan menggunakan IMO Interim Guidelines dengan software arena 5.0. Dari hasil penelitian didapatkan bahwa rute evakuasi optimum dan perbandingan antara hasil perhitungan IMO Interim Guidelines lebih besar dari pada perhitungan menggunakan software arena 5.0. Yaitu untuk hasil waktu evakuasi menggunakan perhitungan IMO Interim Guidelines dengan rute dalam pada siang hari adalah 37.10 menit Sedangkan rute luar pada malam hari adalah 42.40 menit. Untuk hasil waktu evakuasi pada kamar mesin 43.8 menit. Sedangkan untuk hasil waktu evakuasi menggunakan simulasi software Arena 5.0 dengan rute dalam pada siang hari adalah 36.60 menit Sedangkan rute luar pada malam hari adalah 41.76 menit. Sehingga solusi agar akses evakuasi lebih optimum maka sebaiknya ditambahkan rakit penolong pada buritan kapal agar risiko penyelamatan diri lebih minimal.


ABSTRACT

An accident is unwanted event and can be happened any time that make destroyed impact or victim event cause. But the risk and the accident impact can be minimized by prevention action. Based on accident data of KNKT there were 6 containers ships accidents already in 2007 until 2008. Research on KM. Sinar Bintan is Singaporean govermet ship with sea going distance Surabaya-Singapore has 752 miles and has 241 TEUs capacity and has and the different characteristic with other ship. The accommodation deck is at fore ship part and engine room is on after ship. This research is intended to know is the optimum acces and escape route design when emergency condition on KM. Sinar Bintan uncontrolled. Research of this optimum acces and escape route system design calculated the evacuation time escape route on each station to musterstation. The research of thisoptimum access route systemcalculated the evacuation time of escape route in the deck and outside deck by using IMO interim guidelines then the result is simulated in order to find the comparison of IMO interm guidelines with Arena 5.0 software. From the researchs result it canbe found that the optimum of evacuation route and the comparison of the evacuation time calculation IMO interim Guidelines is longer than calculation evacuation time with arena 5.0. there are for result evacuation time using IMO interim Guidelines calculation inside deck route on the day is 3710 minute For outside deck route on night by is 4240 minute. And for evacuation time on engine room is 4380 minute.The results with using Arena 5.0 simulations are inside deck route on the day is 3660 minute. For outside deck route on night is 4176 minute . To makes succesfull in escape route solution so better if put on liferaft at after ship part therefore escape route risk can be minimized.
