WATER QUALITY MANAGEMENT EFFORTS FOR OTOMONA RIVER DUE TO THE REST OF SAND MINING WASTE

ABSTRAK

Sungai Otomona merupakan sungai di Kabupaten Mimika yang alirannya dimanfaatkan untuk mengalirkan pasir sisa tambang Sirsat menuju ke daerah pengendapan sebelum mengalir ke laut. Penelitian ini ditujukan untuk melakukan analisa teknis terhadap kualitas air Sungai Otomona dari dampak pengelolaan Sirsat menentukan upaya pengelolaan lingkungan Daerah Aliran Sungai Otomona yang terintegrasi dan melakukan kajian terhadap aspek kelembagaan dari penanganan pencemaran air Sungai Otomona. Analisa teknis dari parameter limbah industri terhadap Sungai Otomona yaitu pH temperatur DO COD Hg dan Total Coliform dilakukan dengan membandingkan hasil laboratorium dengan baku mutu kualitas air sungai menurut Peraturan Pemerintah Nomor 82 Tahun 2001. Tingkat pencemaran air Sungai Otomona dan sumur penduduk diketahui dengan menggunakan Metode Indeks Pencemaran. Analisa deskriptif yang membahas tindakan pencegahan dan penanggulangan pencemaran badan air sungai dilakukan di ketiga aspek. Hasil analisa menunjukan kualitas air Sungai Otomona tidak lagi memenuhi syarat Kelas IV karena pH COD dan Hg tidak dapat memenuhi baku mutu Kelas IV sedangkan kualitas air sumur penduduk sudah berada dikisaran Kelas III dan Kelas IV dengan penyebabnya adalah COD dan Hg. Berdasarkan hasil rekapitulasi diperoleh status pencemaran Sungai Otomona adalah tercemar sedang dengan nilai Indeks Pencemaran di titik L1 L2 dan L3 direntang angka 709 712 pada sampling ke-1 dan 712 718 pada sampling ke-2. Untuk air sumur penduduk tergolong tercemar ringan dengan Indeks Pencemaran di L4 L5 dan L6 berkisar di antara 161 172 sampling ke-1 dan 161 167 sampling ke-2. Perlu pembangunan sebuah pengolahan yang terdiri dari sistem penampungan berupa dam oksidasi kimia dengan H2O2 dan penjernihan limbah dengan koagulasi dan flokulasi sebelum air limbah dan Sirsat menuju ke kawasan pengendapan. Reklamasi dan penanaman vegetasi dapat dilakukan dalam sebuah program jangka panjang pemantauan lingkungan hidup. Peran BPLH Papua perlu ditingkatkan dengan kerjasama kemitraan dengan pihak swasta agar komitmen perusahaan tambang dapat dijalankan sesuai dengan peraturan yang berlaku.


ABSTRACT

Otomona River is a river in the Mimika District utilized to drain the rest of sand mining waste leading to the deposition area before flowing into the sea. This study aimed to conduct a technical analysis of the water quality of the Otomona River from the rest of sand mining waste management impacts determine the integrated environmental management of Otomona Watershed and a review of the institutional aspects of water pollution treatment in Otomona River. Technical analysis of the parameters of industrial waste on the Otomona River namely pH temperature DO COD Hg and Total Coliform done by comparing the results of the laboratory with river water quality standards according to the Government Regulation No. 82 of 2001. Otomona River water pollution levels and well known using Pollution Index Method. Descriptive analysis that addresses the prevention and mitigation of pollution of the river water bodies is done in three aspects. The analysis shows Otomana River water quality is no longer eligible Class IV as pH COD and Hg can not meet the Class IV quality standard while the quality of well water is the range of Class III and Class IV caused by COD and Hg. Based on the results obtained recapitulation Otomona River pollution status is being contaminated by Pollution Index value at the point L1 L2 and L3 are stretched figures 7.09 to 7.12 on sampling 1 and 7.12 to 7.18 on sampling 2. For the population classified as contaminated well water lightly with Pollution Index in the L4 L5 and L6 ranged between 1.61 to 1.72 sampling 1 and 1.61 to 1.67 sampling 2. Keep in the construction of a processing system that consists of a shelter in the form of dams chemical oxidation with H2O2 and purification of waste by coagulation and flocculation wastewater and Tailings before heading to the deposition area. Reclamation and vegetation can be done in a long-term program of environmental monitoring. Papua BPLH role needs to be enhanced by the partnership with the private sector so that the mining company commitment can be carried out in accordance with applicable regulations.
